Why RPIE? How a Strategic Framework Sets Award-Winning Work Apart

At Mother of Pearls, we believe that great public relations is never accidental — it’s strategic, measurable, and adaptable. That’s why every campaign we develop begins and ends with RPIE: Research, Planning, Implementation, and Evaluation.

This model isn’t just an academic framework; it’s the backbone of how we create thoughtful, goal-oriented strategies that make a measurable impact. It’s also why our work has earned state and national recognition — because we don’t just create tactics. We create plans that work.

The Difference Between Tactics and Strategy
It’s easy to fall into the trap of “doing PR” by checking boxes — sending a news release, posting on social media, or hosting an event. But tactics alone don’t guarantee success. A strategist asks why those tactics exist in the first place. What goal do they serve? How will we know if they worked?
That’s where RPIE comes in.

R is for Research
Every Mother of Pearls campaign begins with curiosity. Before a single post is written or a flyer designed, we ask questions. Who are we trying to reach? What do they believe? What motivates them to act?

When the Arthritis Foundation came to us to help reinvigorate its long-running Indy Jingle Bell Run/Walk for Arthritis, we dug into years of event data, competitive trends, and participant feedback. We discovered a crowded market of holiday-themed races — and realized success would depend not on more runners, but on stronger fundraisers. That insight shaped everything that followed and ultimately drove a 24% increase in revenue, even as participation fell.

P is for Planning
Once we understand the landscape, we create a roadmap. This means setting SMART goals — specific, measurable, achievable, relevant, and time-bound — and identifying exactly how we’ll achieve them.

For an Indiana school referendum, that meant defining clear, measurable objectives: securing 82% voter approval, passing the measure in 95% of precincts, and turning out at least 10% of registered voters. Every communication effort — from community meetings to social media — was tied to those objectives. The result? The referendum passed with nearly 90% approval, making it one of the most successful in state history 

I is for ImplementationThis is where planning meets creativity. Implementation is where a well-built strategy becomes a story that connects.

Our Teens for Vaccines campaign is a perfect example. Amid widespread misinformation about COVID-19, we helped the Hamilton County Health Department reach young audiences where they already were: TikTok.

Instead of relying on traditional public health messaging, we empowered local teens to create authentic, relatable content about vaccination. They used humor, music, and peer-to-peer storytelling to cut through the noise and normalize getting vaccinated.

The result was a viral success — thousands of views, hundreds of shares, and measurable increases in local vaccination rates. Most importantly, it showed the power of strategic creativity: meeting your audience where they are and letting them help carry the message.

E is for Evaluation
Finally, we measure. Did our tactics move the needle? Did they achieve the SMART goals we set? If not, why?

We don’t wait until the end of a campaign to evaluate. We monitor continuously so we can adjust in real time — pivoting when a message isn’t landing or a platform isn’t performing. That willingness to measure, learn, and correct course is what transforms a campaign from good to exceptional.

Why It Matters
